Dr. Huebner retired from NIAAA in 2018.  From 2012 to 2018 he was Acting Director of the Division of Treatment and Recovery Research (DTRR), where he oversaw planning, administration, and implementation of research programs in the areas of alcohol treatment, alcohol recovery/relapse, and health services research. 
Dr. Huebner joined NIAAA in 1988 as a Public Health Analyst where he oversaw the national evaluation of the Institute’s research demonstration program for the homeless.   In 1992, he was appointed Chief of the Homeless Demonstration and Evaluation Branch and directed the second generation of the Institute’s research demonstration projects for the homeless.  In 1994, Dr. Huebner was appointed Chief of the newly created Health Services Research Program where he played a leadership role in establishing the Institute’s health services research portfolio and oversaw the National Advisory Council’s national plan for health services research.  In 1999, he was appointed Deputy Director of the then Division of Clinical and Prevention Research.  He continued in that role when the Division was renamed to DTRR. 
Prior to joining NIAAA, Dr. Huebner was a Social Science Analyst in the Program Evaluation and Methodology Division of the U.S. General Accounting Office.  There he led a special project on homelessness requested by the Senate Labor and Human Resources Committee. Dr. Huebner received his B.A. in Psychology in 1974 from the University of California, Riverside.    He received his M.A. (1983) and Ph.D. (1986) in Psychology from Claremont Graduate School.  He is also a licensed Psychologist in the District of Columbia.  His research interests include behavioral interventions, health services research, mechanisms of alcohol behavior change, and the adoption of research findings.
