Biographical Summary

Andrea M. Harris has worked in the field of substance abuse and mental health treatment and prevention for over 35 years. Ms. Harris has a Master of Science in Counseling Psychology. She is a program manager with strong leadership and management skills and an experienced educator and trainer. Ms. Harris has developed and implemented a variety of public health programs that address substance abuse and mental health problems, underage drinking, community awareness and education of substance abuse and mental health problems, intergenerational substance abuse/mental health and violence, offender reentry services, juvenile delinquency, youth mentoring, family unification, youth supervision and discipline, family violence, child victimization, school failure, school dropout, parenting, after school programs, youth behavioral problems, teen pregnancy prevention, HIV prevention, immunization tracking and promotion, suicide prevention, and fire arm and traffic safety. Ms. Harris has worked for the for the Substance Abuse and Mental Health Services Administration, Center for Substance Abuse Prevention as a Public Health Advisor since 2004. She was a Project Officer for the Drug Free Communities Grant Program, worked on a Prevention Set Aside for the Substance Abuse Prevention and Treatment Block grant, Synar, Strategic Prevention Framework and Partnerships for Success grant programs, and was the CSAP liaison to Project LAUNCH. She was the Team Lead for HIV Programs in CSAT from 2015 to 2018. She was Acting Branch Chief of the Targeted Populations Branch in CSAT from 2018 to 2020. Currently, Ms. Harris is the Program Coordinator for Women and Children’s Programs and the Screening, Brief Intervention, and Referral to Treatment (SBIRT) Program in the Center for Substance Abuse Treatment.
