Biographical Summary

Erin Bagalman, M.S.W., joined the HHS Office of the Assistant Secretary for Planning and Evaluation (ASPE) in 2018. She serves as Director, Division of Behavioral Health Policy, in ASPE’s Office of Behavioral Health, Disability, and Aging Policy. She manages an interdisciplinary team conducting policy analysis and research on mental health, substance use, and related topics such as FASD and NAS. Previously, Ms. Bagalman served as the lead analyst for behavioral health policy at the Congressional Research Service, providing non-partisan analysis of behavioral health services, research, and financing. Before that, she worked in the private sector conducting health outcomes research. She began her career as a psychiatric social worker. Ms. Bagalman holds an MSW from Tulane University and a BA cum laude in political science from the University of Massachusetts at Amherst.
